Il y a un américain à connaître, Kevin Maher, qui était le Consul Général à Okinawa jusqu'à 2009. Je l'ai vu parler très bien japonais à la télé. Sa femme est japonaise. Il sait très bien comment est-il le Japon, paraît-il.
Cet étranger a fait un topo au Département d'État pour 14 étudiants d'Americain University, le 3 décembre 2010. Les 4 étudiants d'entre eux ont fait les actes. Et le 6 mars, ce propos a été sur le tapis. A cause de ça, le Département d'État a été obligé de le destituer de sa poste(le service du Japon?). Mais pour le séisme, il fait toujours ce qui concerne le Japon, grâce à ses expériences.
Alors, qu'est-ce qu'il a dit? On(les média) dit que c'est une discrimination, une injure,une calomnie...etc. Je comprends bien la colère contre lui. Pourtant, j'apprécie beaucoup sa franchise. Il a dit "Honne". En fait il y a des gens qui sont d'accord avec lui(pas complètement).
Enfin, le problème à Okinawa, plus précisément, le problème de la base militaire américaine à Okinawa est extrêmement délicat et compliqué. Grâce à son topo, on peut mieux comprendre, je crois. Voici les actes en question, en anglais. J'ai souligné des phrases importantes.

You should be careful about "tatemae and honne" while in Japan. Tatemae and honne is the "idea that words and actual intentions are different." While in Okinawa, I said MCAS Futenma "is not especially dangerous." My statements caused Okinawans to protest in front of my office. Although Okianwans claim MCAS Futenma is the most dangerous base in the world,they know it is not true. Fukuoka Airport and Osaka Itami Airport are just as dangerous
Japanese politicians do tatemae and honne all the time. Okinawan politicians will agree to a negotiation in Tokyo but return to Okinawa and claim they did not. The US Ambassador and other representatives to Japan are constantly criticized for speaking the truth because the Japanese culture is too focused on tatemae and honne.
The US Military and JSDF have different mentalities. The US Military trains to prepare for possible deployment, but the JSDF train without actually preparing for deployment.
Local people oppose to night training by the US Military but it is necessary because modern warfare is often fought at night. Night training is essential to maintain deterrence capability.
I don't think Article Nine of the Japanese Constitution should change. I doubt it will ever be changed. It would be bad for the United States if the Japanese Constitution was changed because Japan would not need the United States' Military.
If the Japanese Constitution was changed the United States would not be able to use Japanese land to advance US interests. The high host nation support the Japanese government currently pays is beneficial to the US. We've got a very good deal in Japan.
Alors, les phrase en bleu sont en question. C'est vrai que ce ne sont pas belles. Pourtant, Monsieur Maher a essayé de dire "Honne" contre ce problème.
